The Malawi Bureau of Standards (MBS) is implementing a Management Information System (MIS) with the aim of automating its processes and workflows. Currently, the core activities for MBS are almost exclusively paper-based with a lack of modern electronic systems, especially for import and export certification and laboratory management, which is a factor that has hampered efficiency in cross boarder clearance services rendered to the trading community. There is need presently for importers and exporters to travel in person to the MBS offices to make service applications, submit multiple document copies and undergo additional processing steps for the various applications due to the manual nature of operations. As a result, delays occur, while also the authenticity of the issued certificates are sometimes questioned. The MIS is intended to address these deficiencies and promote a better trading environment for Malawi.
The purpose of the MIS is to facilitate the efficient and effective processing of standards, quality assurance and measurements functions of MBS. The key objectives of the system include:
- Information Management: The system serves as a centralized platform for managing MBS-related information, including product registrations, product certifications, management systems certification, sample test management, verification and calibration management amongst others.
- Standardization: One of the primary objectives of the MIS s to develop, promote and enforce national standards across various sectors. This includes making available guidelines and specifications for products, services and processes to ensure quality, safety and performance.
- Data Analysis and Reporting: The system offers data analysis and reporting capabilities to generate insights and facilitate evidence-based decision-making. It provides stakeholders with access to aggregated MIS data and performance metrics.
- Quality Assurance: The MIS aims to support quality assurance efforts in Malawi by implementing processes and mechanisms to ensure that products and services meet established standards. This involves activities such as certification, inspection, testing and monitoring to safeguard consumer interests and promote fair trade practices.
- Metrology and Measurement Accuracy: The MIS emphasizes accurate measurement of metrology products to support fair trade, industrial processes and scientific research. This objective involves maintaining calibration standards, conducting metrological testing and disseminating accurate measurement information.
- Compliance and Enforcement: The MIS seeks to ensure compliance with established standards and regulations by implementing effective enforcement mechanisms. This may involve conducting regular inspections, market surveillance and taking appropriate actions as part of the quality assurance process against non-compliant products or practices.
